Combining Value-Focused thinking and soft systems methodology: A systemic framework to structure the planning process at a special educational needs school in Brazil

Soft systems methodology (SSM) is a well-known Problem Structuring Methods that has proven effective when tackling problematic situations. To model different perceptions of situation, SSM encourage stakeholders to propose possible transformation likely improve the situation. The more transformations compiled richer process become; but in practice, managing higher number presents challenge. Value-Focused Thinking (VFT) an approach designed obtain and structure stakeholders’ value-based objectives. In application, ascribe their objectives proposed; we multi-methodological framework which VFT analysis added revised version (Re-SSM). This allows reduce manageable number. We applied (Re-SSM)-VFT single case-study structure/define policies/practices planning inclusion students with special educational needs Brazilian Federal High School. applying framework, found from than 40 initial only 8 were needed reach 4 out 5 Results suggest it save time/effort by considering associated enabling efficient systemic plans, aligned expectations.
